Description: The purpose of this funding opportunity is to provide assistance in preventing, managing, and controlling aquatic invasive species within the U.S. Fish & Wildlife Service’s Southwest Region. This includes a process to fund State Aquatic Nuisance Species (ANS) Management Plans as approved by the Aquatic Nuisance Species Task Force and authorized by the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990. It also includes a process to fund cooperative agreements with institutions of higher education who partner with the U.S. Fish & Wildlife Service in coordinating the prevention, management, and control of aquatic invasive species. Current program funding is limited and well below the estimated total program funding listed elsewhere in this announcement. Funding priorities currently include state aquatic invasive species management plan implementation, prevention of zebra/quagga mussel spread, prevention and control of giant salvinia, and prevention of brown tree snake introduction. Funded projects focus efforts within Arizona, Texas, Oklahoma, and/or New Mexico. Although new projects may be considered, priority will be given to existing, successful, long-term collaborative projects. This is the full announcement.

Description: The Mid-Pacific Region of the Bureau of Reclamation (BOR) intends to issue a Request for Funding Opportunity Application (FOA) (R11AF20002) for Grants/Cooperative Agreements for the following program: Water Conservation Field Services Program (WCFSP). BOR proposes to provide financial assistance supporting activities that promote the preparation of written water management/conservation plans and implement activities identified in written water management plans. Central Contractor Registration (CCR) applies to this request for application. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Funding Opportunity: WaterSMART: Water and Energy Efficiency Grants for FY 2011

Who is Eligible: Under P.L. 111-11, Section 9502, an eligible applicant is a State, Indian tribe, irrigation district, water district, or other organization with water or power delivery authority. Applicants must also be located in the western United States or Territories as identified in the Reclamation Act of June 17, 1902, as amended and supplemented; specifically: Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming, American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands.

Description: The objective of this Funding Opportunity Announcement (FOA) is to invite States, Indian Tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on projects that save water, improve energy efficiency, address endangered species and other environmental issues, and facilitate transfers to new uses.Water conservation, use of water markets, and improved efficiency are crucial elements of any plan to address western United States water issues. With leveraged water and energy efficiency grants, an important step will be taken towards increasing conservation for a more efficient use of water in the West.

Funding Opportunity Coastal and Estuarine Land Conservation Program – FY 2012 Competition

Who is eligible: The designated lead agency may solicit, and include in their application, project proposals from additional eligible state or territorial agencies, local governments as defined at 15 CFR 24.3, or entities eligible for assistance under section 306A(e) of the CZMA (16 U.S.C. 1455a(e)), provided that each has the authority to acquire and manage land for conservation purposes. As defined at 15 CFR 24.3, local government means a county, municipality, city, town, township, local public authority (including any public and Indian housing agency under the United States Housing Act of 1937), school district, special district, intrastate district, council of governments (whether or not incorporated as a nonprofit corporation under State law), any other regional or interstate government entity, or any agency or instrumentality of a local government. Under section 306A(e) of the CZMA, an eligible entity may be a local government, an areawide agency designated under Chapter 41, Subchapter II, Section 3334 of Title 42, a regional agency, or an interstate agency. The public agencies/entities, or types of entities, considered to be eligible within each state or territory may be identified within the state or territory’s CELCP plan

Description: Conservation priorities were determined for the TCELCP. These include:

(a) seven of the 16 Coastal Natural Resource Areas (CNRAs) in the TCMP (coastal wetlands, coastal shore areas, critical dune areas, coastal barriers, tidal sand and mud flats, special hazard areas, coastal historic areas);

(b) habitats for rare, threatened, or endangered species;

(c) coastal prairies;

(d) live oak-red bay forests;

(e) Texas ebony-anacua forests;

(f) rivers, streams, and riparian zones;

(g) public access and recreation areas; and

(h) other conservation lands, i.e., lands that provide connectivity, buffers, and/or lands that contribute to the goals, objectives, or implementation of local, state, or regional conservation plans or programs (e.g., the CMP, NERR, estuary programs, Texas Gulf Ecological Management Site Program, or other state/regional/local plans).

Funding Opportunity: Fiscal Year 2011 Coastal Resilience Networks Program

Who is Eligible: Eligible funding applicants are, regional authorities, nonprofit organizations, institutions of higher education, Indian Tribal governments, and state, territorial, and county/local governments from the U.S.

Description: The purpose of this notice is to solicit grant proposals from eligible organizations to implement activities that enhance resilience of coastal communities to natural hazard and climate risks. Proposals submitted in response to this announcement should provide beneficial public outcomes for coastal communities to address existing and potential future risks to coastal infrastructure, local economies, vulnerable populations, and the natural environment. Eligible funding applicants are regional authorities, nonprofit organizations, institutions of higher education, and state, territorial, and county/local governments from the U.S. Flag Pacific Islands (Hawaii, American Samoa, Guam, Commonwealth of the Northern Mariana Islands), Gulf Coast (Alabama, Gulf Coast of Florida, Louisiana, Mississippi, and Texas) and West Coast (California, Oregon, and Washington).

Description: The PDM program is authorized by Section 203 of the Stafford Act, 42 U.S.C. 5133. The PDM program is designed to assist States, Territories, Indian Tribal governments, and local communities to implement a sustained pre-disaster natural hazard mitigation program to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on Federal funding from future disasters. Projects or initiatives that are eligible for funding under this announcement may involve geospatial (GIS) issues.

Funding Opportunity: NOAA

Who is Eligible: Eligible applicants may be institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local and Indian tribal governments. Eligibility also depends on the statutory authority that permits NOAA to fund the proposed activity. Refer to the CFDA in order to determine an applicant’s eligibility.

Description: The purpose of this notice is to request proposals for special projects and programs associated with the Agency’s strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select proposals and administer discretionary Federal assistance under this BAA. This BAA is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through our competitive discretionary programs. It is not a mechanism for awarding congressionally directed funds. Description: The Bureau of Reclamation, Upper Colorado Region (Reclamation), is requesting applications for salinity control projects that reduce salinity contributions to the Colorado River system. Such applications may consist of projects to reduce salinity contributions originating from saline springs, leaking wells, irrigation sources, municipal and industrial sources, erosion of public and private land, or other sources.
